The issues we wish to raise before the Committee are of very long-standing concern.  At various points over at least the past 10 years reform proposals to address some or other of these matters have been developed at the agency level and advanced to central government for its consideration.  Meantime, NSW legislation, institutional arrangements and practice in relation to supported decision making for persons with decision-making disability has stagnated or regressed.
